The Hartford Public Library will hold a Teen Film Festival Competition Winter 2018.

Rules and Regulations:

Entries

1. Films must be produced by teens ages 12 -18 who attend Hartford Public Schools, and may be either a group project or individual work. Adult guidance and instruction are permissible, but the planning, production (including writing, filming, special effects, sound and editing) and selection of the subject matter must reflect teen effort. Note, however, that adults are permitted to act in and assist with your film.

2. Films must not be more than 10 minutes long including credits. No blooper, please. You may submit more than one entry. Film submitted to the festival will not be returned.

3. Films must be about Hartford, Michigan or the Hartford Public Library and should be rated G in language and subject matter. Films will be previewed for content.

4. Title pages and credits must be included in your film.

Format and submission requirements

1. Films must be submitted on USB flash drive only and must be submitted in .mov, .wma or .mp4 format. Please label USB flash drive with your name and phone number. Each film should be submitted on a separate USB flash drive with the entry form. USB flash drives submitted without these forms will not be considered. You may check out a flash drive from the Hartford Public Library for free for your video entry only.

2. You must fill out an entry form for every film you submit to the festival.

3. Entry forms and USB flash drive must be dropped off by February 26, 2018 to Hartford Public Library during normal business hours.

4. All films will be previewed by a jury made up of select individuals for festival selection. Library staff will notify all entrants by March 2, 2018 as to whether or not their film will be shown.

5. Do not send your only copy. The library cannot be held responsible for any damage that might occur to submissions.

6. Use of sound or video clips from other films, television shows, music videos, etc. within your submitted work is not permitted unless those clips are in the public domain or you have received written permission from the copyright holder. This includes the use of trademarked products or characters.

Judging and Award

All entries submitted will be viewed by the judges and the winners will be awarded prizes on March 7, 2018 between 5 and 6:30pm. First place prize: $75.00 gift card, Second place prize: $50 gift card and Third place prize: $25 gift card.

By signing the entry form and entering the Hartford Teen Tech Film Festival, the applicant agrees to all rules and regulations as defined in the official festival rules. Only one parent/guardian signature is required per film entry — that parent/guardian is responsible and signing for every teen working on the project.

The applicant also grants a non-exclusive license, throughout the world and in perpetuity, to the Library to:

 Show their film to a non-paying public at a future Hartford Public Library event and promotional events or display the film, in part or in its entirety, on the Hartford Public Library website, video streaming websites, and/or Hartford Public Library’s Facebook page (not for profit).
